THE TONWEI PROJECT SUMMARY
Subject: In Response to Enquiries for Funders/Partnership.
We wish to intimate you with some facts and circumstances surrounding our TONWEI Refinery Project within the following points indicated.
BACKGROUND:
The TONWEI project involves the Establishment, Construction and Operation of a Greenfield Refinery of One Hundred times Two; 100,000 x 2 Barrels-per-Stream-Day (bpsd), privately-owned export-oriented Plant in Bayelsa/Delta States of Nigeria.
Estimated construction cost of the investment as determined by our various financial and technical experts is about Three (US$3.00) Billion USD as at 2014 price estimated levels; Plus, Seven Hundred (US$700.00) Million United State Dollars for immediate annex projects (Financial Business Plan herein attached).
LOCATION ONE:
The TONWEI Project Site or the Area to be developed occupies a rectangle of 50 sq.km. (5 x 10km) with the longer side being parallel to the Atlantic Coast, between the mouths of Ramos and Dodo Rivers (direction: N/NW – S/SE) at the western-most point of Ekeremor Local Government Area of Bayelsa State Nigeria.
Temperature (Mean Annual Values): Between 23°C and 31°C
Rainfall: Over 2,000mm most of the year
Vegetation: Palm Tree ornate Shoreline, with Shrubs; Mangrove Swamps further back.
Winds: Prevailing winds blow from South – West to North – East; Harmattan effect weak in winter mouths. Prevailing wind in the region comes from the south-west which is already taken into consideration regarding the refinery layouts.
Coast: Shallow bottom (1 metre deep for approx. 1 km. from the coastline); no harbour facilities, dredging expected. The TONWEI Project site is situated at Agge Village/Amatu and surrounding communities of Ekeremor Local Government, Bayelsa State Nigeria:
TONWEI OPERATIONAL BASE:
We have another vast land of about fifteen (15 sq. km.) square kilometer of landscape for residence/operations base. This area is partially developed ready for immediate usage. Photos and videos attached for your kind reviews.
On the other hand, we are open to negotiate investor’s participation to have share and or a position of observation on board of the management team. This would assure investor (s) of proper utilization of funds for the project and until the eventual payback of funds.
Every other detail points can be elaborated on negotiation table if so, pleasing to your reputable organization, other eventual investors.

INFRASTRUCTUAL SUPPORT:
The plots reserved for the TONWEI™ REFINERY COMPLEX / TONWEI™ REFINERY CITY development is in the midst of a Crude Oil Producing Zone, in the neighbourhood of major oil fields and pipelines. The site is located very close to the existing oil pipelines which will facilitate the supply of crude oil to the refinery. The connection to the Natural Gas / Oil Pipeline is also possible within a short distance of 2km.
The Island site is situated far away from the main towns & cities. Initially the project site is accessible only by River Transportations & Air Facilities however, access roads leading to the refinery, will be constructed from the village of Bomadi via Ekeremor to the refinery site Agge/Amatu, a second road from Sagbama & a third road from Amassoma. The distances to the site (TONWEI™ Refinery & City) through Ekeremor Village is about 140km, with a maximum of four small bridges of about (20-50m) and a fifth bridge longer bridge of over 100m.
It is important to note that the Proposed Project Site is located far from the major towns and cities and this isolation reflects the need to build certain infrastructures to facilitate Smooth Running and Management. For example, the site is not connected to the “National Grid” (Electricity), has no Gas distributions, no treated drinking water and no telecommunication networks.
In addition to the Refinery, the project will also include:
Accommodation/Lodging as TONWEI™ Staff Residential Quarters / Community-Improved Homes to be constructed, Guest House, Club House, Staff Housing for management and supervisory personnel, plus recreational facilities for same group.
Additionally; Clinic / Hospital for TONWEI™ Staff & for the Host Communities around the Island where the Project is located (Project Site), Waste Recycling Plant, Transportation (River, Land & Air), Building of Schools for Education, Electricity Installations, Road Works & General Constructions, mini shopping mall (shops), Integrated Food / Fruit Processing Units, Fishery / Aqua-Farms, Water Purification Units, Workshops for Maintenance Purposes, etc. Total surface for refinery building / storage = 14 480 sqm.

Stage 2 - New Power generation Plant
1GW gas turbine system with licence will be purchased and installed. This is one of the latest technologies in power generation industry. TONWEITM will negotiate the possibility of an assembly line to be built in the Delta region which will guarantee an additional export market. TONWEITM will build an electric Grid which will be connected to other national Grids to supply additional electricity as needed for such a fast-growing region.
Stage 3 – Solar/Wind Desalination Plant
This energy self-sufficient plant use electricity from Wind turbines and is supported by a solar energy system. At a later stage it will be also connected to new gas turbine generator system.

TONWEI™ CITY:

Housing and other Facilities
To accommodate the projected number of the refinery employees, management, senior, technical and auxiliary staff with their families, there is the need to organise a housing estate in the immediate neighbourhood of the plant complex. A self-contained residential lay-out shall ultimately become a town in its own right with expected population of 6,000 to 15,000 inhabitants during the initial period of development (total surface = 650 Ha). The space reserved for further expansion allows for virtually unlimited physical growth.
The new town, tentatively called “TONWEI™ CITY” will be an urban settlement consisting of:
Residential: Low Density, Medium Density, and High Density

Commercial: Business Space, Offices, Shopping Mall, Retail Trades, Bank; etc

Institutional: Education, Nursery, Primary and Junior Secondary Schools

Public: Hospital, Security, Police, Fire Brigade, Nipost, Nitel (telecom), Refuse Disposal, Electricity

Tourists & Recreational: Hotel, Golf course (18 holes), sport Fields and Children’s Playgrounds

Roads & Car parks: Pedestrian zones, Parking, Road Constructions

Apart from the planned built-up areas (including future extensions), occupying 3 industrial and 2 residential square blocks, the remaining zones are reserved for “Environmental Protection and Green
Buffer Zones. These zones consist of natural vegetations mingled with purposely planted species. Further, there are over 600 Ha of land kept aside only for other Agro-Industrial Projects.

OUR CONCEPTION/PLANNING:

The promoter’s conception is to put into immediate use only part of the piece of land assigned for the development of the proposed TONWEI™ Refinery Complex/TONWEI™ Refinery City facilities.
The allotted site is divided into eight (8) square sub-divisions of 2, 5 x 2, 5 km. each. In the initial stage only two of the sub-divisions shall be occupied.
The refinery complex (stage 1) covers an area of approx. 450 Ha. Separated from the shore by a protected Green Zone. More stages of expansion on the refinery complex could yet take another 900Ha. The layout of the Refinery Plant and the other facilities are shown on the drawing and explained in the enclosed feasibility study.

An infrastructure consisting of Grass Roots’ Refineries of similar size has been included in the study. The refinery buildings include: - Process Control Centre, Laboratory, Local Control Rooms, Workshops-(Mechanical, Electrical, Instrumental), Storage Facilities for Bulky Materials, Warehouses, Chemical Stores; Administration, Fire Department Stations, Restaurant, Dispensary, etc.
